However, this definition is problematic because it is hard to define a particular stage of the product design cycle where the requirements are fixed and do not alter, short of the final product itself. Consequently, explicit definitions of a requirements population are very difficult to specify. However, the concept of capturing something other than the product population is important. Therefore, we need to specify a population where it is acknowledged that the population will change, based on how the requirements develop and evolve.

However, such a definition is focused on only two possible population definitions. In practice there are a number of possible populations that can be considered. 1 Defining the Target Populations The most obvious population to refer to is the target population. However, the problem is that the composition of the target population depends on the context of the discussion. It does not even always refer to the product users. It is possible, in the context of discussing design approaches, that the target population being discussed are the designers and managers, not even the people that will ultimately use the product.
