Today Article 2(4) constitutes the basis of any discussion of the problem of the use of force. 110 The use of force in general is prohibited, rather than only war.
Only an unambiguous definition would ward off arbitrary interpretations. However, despite the bias of the interpretation of the terms towards military force, the terms still lack clear-cut universally accepted definitions; thus the problem persists. 120 With the adoption of the 1974 resolution on aggression, this undertaking, for the time being, came to an end. However, to begin with, the ‘Definition of Aggression’ constitutes a mere recommendation and not binding law, since it is a resolution of the General Assembly.
