Institutions (such as the International Criminal Court, UN High Commissioner for Human Rights) have been set up to monitor the implementation of these instruments and to rule on submissions relating to abuses of human rights.
It is a necessary ingredient for citizenship and community participation. Yet the ‘quiet’ 12 1 The Power of Education contributions that literacy makes to the economy are not as fully appreciated. These can take the form of higher worker productivity, income and government revenues; a better quality of life in terms of reduced poverty, unemployment, crime and public assistance; and improved health and child-rearing.
