Like Bauman, Geoffrey Hawthorn and Camilla Lund are concerned about institutional arrangements which in their modernist guise appear to be under extreme pressure, but here the focus is on the political constitutions and political identities which although the products of modernity, seem unable to cope with the changing states of affairs facing in particular the 'late-modern' democracies.

This is the effect of their democracy. Citizens express aspirations and interests in both the right and the good. To attract votes in elections, the competing parties appeal to both, and in so doing, seek to construct a distinctively political identity. This is at once their achievement and their difficulty. If political representation were (as early Americans put it) to be 'actual', and even if the identities and interests to be represented were just of one kind, say exclusively those given by the division of labour, the task would be impossible: there would simply be too many to be coherently and effectively represented by a necessarily limited number of representatives.
