This, however, was not conducive to producing quick results. Lack of funding and continuing frictions among the officials further impeded progress. Nevertheless, with the Dainihon hennenshi the official national history decreed by the imperial rescript in 1869 was at last begun. But the timing, after the political crisis of 1881, gave the official history a new significance. The Dainihon hennenshi became part of the preparations for the proclamation of the Meiji Constitution; later sources indicated that it was expected to be completed by 1890, to coincide with the opening of the first parliament.

By promising to establish a parliament within ten years the government had in part ceded to these demands, and it now stepped up the preparations for a constitution. On 21 October 1881 a new council headed by Ito Hirobumi was established to draft new laws. At the same time measures were introduced with the object of containing the powers of a future parliament. As the Meiji oligarchs had a deep suspicion of political parties, they took steps to limit their influence. The bureaucracy was strengthened so that it would be independent of short-term politics.

Sanjo Sanetomi, who had been appointed president of official historiography by the emperor in 1869, did not have the time to concern himself with it; in fact there is no evidence that he was at all interested. " This was Ijichi Masaharu, a vassal of the former lord of Satsuma, who had played a leading role in the Restoration and held various high offices since 1871. In 1877 he became president, but in 1879 he asked to be relieved of his duties and returned to his home in Satsuma. 12 Sanjo was reappointed president once again on 42 History and the State in Nineteenth-Century Japan 21 May 1879.
