As with all manifestos it contains a good deal of political rhetoric but little by way of detailed empirical or sociological analysis. In this respect Woolf ’s book is far superior. Porter claims that one of the main things that followed from the argument of Fabianism and the Empire was that ultimately a system of world government was needed to replace the obsolete nationalism of the nineteenth century. It was interest in this idea that culminated in International Government. But as we shall see, Woolf was nowhere near as ready as Shaw to write-off nationalism as a major force in international politics.

This provision was necessary because of the conservative nature of law.
