During the 1930s, when the volume of construction work went down precipitously, applications and architectural enrolments dwindled too. The process was the result of market decisions by prospective students – rather than policy decisions by the profession.
Some leaders of the profession expected that the architect’s position would become more powerful if the professionalisation movement, which began during the 1850s, was successful. Their aims were to ground the knowledge of design in science and reason; an illusive goal when design quality is so often intangible and sometimes intuitive. However, their efforts were set against the inexorable rise of professions, based on the application of scientific techniques to industry, in the mid-nineteenth century.
These variants are attempts to speed up the traditional process by overlapping and integrating the design and construction stages to varying degrees. This usually means engaging a contractor earlier on the basis of partial information, by negotiation or in competition. These variants have not gained popularity mainly due to the fact that the certainty given by the lump sum and specified time are lost. This is because the variants usually rely on extending the principle of provisional sums, for work which has not yet been designed, in the traditional system – to the extent that pricing is based on approximate quantities or the reimbursement of actual cost, plus profit.
