Louis, that prior to the treaty they had “never before Sold Land, and . . did not know the value of it . . we have given away a great Country . . for a little thing, we do not say we were cheated, but we made a bad bargain . . ”21 Later that year, the chiefs’ most significant complaint continued to be the “smallness” of the annuity. Relative to similar land cession treaties, the annuity outlined in the 1804 treaty was rather small, and it consisted only of goods and not cash. The first year’s gifts arrived at St.
Land Cessions of the Sauks and Foxes settling the matter of the murders at the Cuivre River and establishing peace; Chouteau mentioned nothing about the sale of land. Nevertheless, the five delegates almost certainly knew they were selling some land when they signed the treaty. Moreover, if Harrison had, indeed, kept the delegates drunk, it would have been easy to misrepresent the true nature of the treaty and convince them to sign it. The available evidence suggests that Harrison told the delegates that they were selling at least some land in exchange for pardoning the prisoner but that he intentionally failed to reveal the extent of the cession.
Although the Indians technically consented to all sales, Harrison often negotiated with tribal leaders who did not have the authority to sell land. His underhanded activities generated much hostility among the Indians, particularly since it soon became apparent that the Greenville Treaty line was not the permanent boundary that the federal government had promised it to be. Moreover, Napoleon Bonaparte of France, seeking to create a new French empire in North America, purchased Louisiana from Spain in 1802, and Jefferson and his secretary of war, Henry Dearborn, sought to acquire territory on the east bank of the Mississippi River to counter possible French aggression.
