These problematic aspects of international administration would only have been accentuated if international agencies had established a fully fledged protectorate.

In Bosnia, the balance was enforced more rigidly than anywhere else in Yugoslavia. All functions and institutions were filled according to the principle of rotation of nationality – the kljuc´ (Silber and Little 1996: 207). The ethnic key was a forerunner of consociational democracy (see Chapter 3), but with an important difference. Although political leaders were chosen on the basis of nationality, they acted as leaders of the whole Bosnian political nation, instead of acting as ethnic representatives (Andjelic´ 2003: 19).
