The citizens’ initiative is particularly interesting for two reasons. First, Han Pijesak has a complicated labyrinth of underground tunnels and caves where Karadzˇic´ is said to occasionally hide. Second, the petition was also signed by many Bosniak returnees who perceived the Serb mayor as a respectable and trustworthy person – at least compared to the alternatives (Belloni 2004). These problematic aspects of international administration would only have been accentuated if international agencies had established a fully fledged protectorate.
In Bosnia, the balance was enforced more rigidly than anywhere else in Yugoslavia. All functions and institutions were filled according to the principle of rotation of nationality – the kljuc´ (Silber and Little 1996: 207). The ethnic key was a forerunner of consociational democracy (see Chapter 3), but with an important difference. Although political leaders were chosen on the basis of nationality, they acted as leaders of the whole Bosnian political nation, instead of acting as ethnic representatives (Andjelic´ 2003: 19).
