Reporters are often assigned to provide frequent coverage of such talks, which leads to unrealistic assumptions about what “should” be happening. Even if there is some progress, negotiators will normally attempt to keep it secret, in order not to prevent any possible backlash. Continual reports about a lack of progress are more than likely to produce a sense of failure among the general public. Many events that do take place during these periods are negative, and the press has no trouble gaining access to these developments.
They devote almost all of their attention to confrontation and violence and mostly ignore areas of cooperation and reconciliation. In some instances – such as terrorist acts – they may indeed end up encouraging the very violence they abhor. This is because the competition over the news agenda is an important element in any political struggle; it is often better to receive negative coverage than no coverage at all. Due to this dynamic, peace-loving journalists can become inadvertent mechanisms for the promotion of war.
An important example has to do with the opening of negotiations between the two sides. Until such talks begin, the vast majority of news stories deal with the threat posed by the enemy and the ongoing confrontation. Once negotiations have begun editors must retool in order to cover a different type of news story. Journalists with knowledge and experience in diplomacy, for example, will become more important than those who have spent their careers covering the military beat. This change in news slots will also necessitate a change in setting – say from the battlefield to a location more conducive for such negotiations.
