Economic globalization was the dominant economic approach to macro-economics over the past few decades. That view influenced policies and implementation plans by governments and donor organizations, and in some cases even NGOs. As there is no clear theory or model that includes ethics on how technology should or perhaps rather could be applied to developing regions, ICT4D is often highly dependent on the globalization model, even when implemented by well-meaning social activists as tools for social change.
