Elections in Germany are held at federal (Bund), state (Länder) and municipal levels (Kommunen) and every five years, elections to the European parliament take place. These elections are governed by different legal frameworks: Elections on state and municipal levels are regulated by state law, while federal level elections are determined by the Federal Election Act. 40 The electorate is defined somewhat differently across these legal acts. Some states such as Baden-Württemberg and Hesse for instance allow only citizens aged 18 or older to participate in municipal level elections, while other states such as Lower Saxony have set the minimum voting age at 16 years.
