Itwould defy all the results of educational sociology over the last 40 years if this did not lead to greater differentiation in average levels of achievement between schools and hence between social groups. Whether aggregate levels of achievement are improved by school choice and autonomy remains to be seen but the arguments put forward by its advocates are less than convincing. The logical case offered by free- Postmodernism and State Education 21 marketeers is crude in the extreme. School choice they say will make institutions more efficient because they have more power over decisions and because they have to compete with each other to attract students and money.
However, the new theoretical paradigm has little commensurate pay-off in terms of educational theory. Giroux's 'border pedagogy' involves the study of popular culture, 'texts which must be decentred and understood as historical and social constructions', students creating their own texts, and systematic analyses of the ways in which the dominant culture creates borders saturated in terror, inequality and forced exclusions (Cole and Hill 1993; Giroux, 1992, pp. 31-3). His postmodern high school would involve students and teachers negotiating courses, a variety of pedagogic styles, including open learning, and democratic forms of organization.
School autonomy can have beneficial effects in motivating staff and giving them an enhanced sense of commitment but, equally, it may overburden teachers and heads with administration, marketing and fund-raising responsibilities which they are often ill-equipped to carry out and which will detract from the main business of education (Ball, 1990b). School competition will no doubt raise the game of some institutions which are well placed to improve their position in the market. However, it will likely lead to extreme demoralization in other schools less well placed and hence to a decline in performance.
