Supporters of the ban gained momentum from a statement by Ron Fitzsimmons, executive director of the National Coalition of Abortion Providers.

What logic guides these attempts at linking issues, and why does the linkage succeed at certain times while failing at others? The promotion of party messages is the focus of Chapter 4 and the second set of questions. Why did rank-and-file Republicans embrace and promote their party’s message in the partial birth abortion debate, but not in the supplemental debate? Why did Democratic legislators behave in an opposite manner, with enthusiastic calls for a ‘‘clean’’ disaster relief bill and near silence about partial birth abortion?

There are only patriots’’ (Fessenden and Cochran 2003). Issues fitting these latter alignments of legislators may prove relevant for a party’s overall message strategy (Evans and Oleszek 2001). On issues such as the Patriot Act where the two parties unanimously disagree, politicians may still need to promote issues and arguments in order to further their own policy concerns and respond to party activists (Sinclair 2006, 306). On issues where both parties are divided, bipartisan coalitions may emerge, with legislators from both parties hoping to pass legislation that will further both their reelection and policy goals.
