Duffield (2001, p. 12) proposes that these networks are most sharply defined ‘on the borders of global governance’ such as the New Wars in Kosovo and Somalia, where strategic actors encounter values, systems, norms and social structures that are very different to those of global liberal governance. As will be discussed throughout the book, we suggest not only that the effects of the global War on Terror regime on aid policy and civil societies are most pronounced in the front-line states of the War on Terror such as Afghanistan and Iraq but that the effects of this pervade domestic and foreign policies across the world.
Gramsci’s writings on civil society have drawn attention to the power relations and inequalities that run 34 Counter-Terrorism, Aid and Civil Society through associationalism, and the strategic importance of using the spaces of civil society to challenge dominant ideologies.
