Each interpretation and account alone appeared clear and concise to the audience, but across these accounts some uncertainty inevitably emerged. To what, specifically, did acid rain refer? Was it simply a process that occurs in nature? Or did it refer to a specific problem in a particular part of the country? 8This is referred to in the sociology of science literature as interpretive flexibility (Pinch & Bijker, 1987). The basic idea is that nature underdetermines scientific representations of it.
These experts polarized into two camps: critics and defenders. In his analysis, Campbell identified two areas of debate that emphasize scientific uncertainty. First, the experts debated the adequacy of knowledge about the impact of pipeline development. Industry proponents were required to demonstrate that their particular plans would have limited negative environmental effects. Their scientific expertsthe defenderscited scientific studies suggesting that negative effects would be minimal. Critics, on the other hand, 6Stocking and Holstein (1993) review several studies that discuss this point.
Public policies often have to be developed long before scientists have clear answers to important questions. For example, how should the United States establish climate change regulations when predictions over the degree and pace of the change vary widely among experts? Governmental decisions that have to be made based on incomplete or disputed data can have major impacts on a nation's economy and lifestyle. Three important actorsthe scientist, the journalist, and the publicare among many constituencies who must interpret and respond to scientific uncertainty.
