Die vorliegende Studie untersucht empirisch und in Zusammenführung der bisher zumeist separat diskutierten Ansätze Governance und Zivilgesellschaft das neue Bürger-Staat-Verhältnis auf kommunaler Ebene anhand neuer Kooperationsformen sowie deren Rahmenbedingungen, Konfliktlinien und Handlungsrestriktionen. Sie kommt zu dem Ergebnis, dass alle Formen der Kooperation zwischen Bürger und Verwaltung Lernprozesse initiieren: für die Verwaltung versinnbildlicht das Partnerschaftsparadigma ein neues Verständnis von Bürgern und Bürgerinnen als MitgestalterInnen von Kommunalpolitik, für die Bürger und Bürgerinnen ist das Partnerschaftangebot ein device, sich selbst als aktives Mitglied der Gemeinde zu entdecken.
