A two-day introductory site visit to each collaborative was conducted during fall and winter of 1993-94 to determine the most significant themes to be explored. The researchers interviewed staff and administrators, teachers, and participants from business, higher education, and school and district administration. Principal questions asked were: What were the identifiable stages of growth of the collaborative over its existence? What strategies did the collaborative employ to enact change? Who were the key players in the collaborative in instigating and carrying out change?
In this way, findings from each study were fed into a collective forum as they emerged. They could then be compared with other substudies, discussed with other teams, and probed for emerging commonalities and distinctions. At the same time, collective scrutiny was a strong—and not always painless—stimulant to heightening reliability, guarding against bias, making a stronger case for emerging conclusions, and trying on leitmotifs or emerging trends to see if they really fit the data set. Typically, researchers went back home overstimulated, but also with an agenda for testing findings more stringently or for pursuing leads that had not occurred to them before.
Currently, there is talk of using NAEP as a means for assessing the science and mathematics reform initiatives of the last decade.
