The framework adopted for developing adaptation strategies is designed to be applicable to different regions, sectors, and socioeconomic systems.

Any extreme climactic event can become a social catastrophe when combined with the social-political characteristics of the region. Although developing regions are more vulnerable to climate changes than are developed countries, the degree of vulnerability varies in each specific region.
