It was Georgia, founded in 1732. Despite the original prohibition against slavery in the Georgia colony, all of the topographical and economic conditions that made South Carolina such a slave-holding center also prevailed on the south side of the Savannah River. By 1750, Georgia had become a virtual copy of South Carolina, having rescinded its prohibition against slavery. Meanwhile, at mid-century in the 1700s, north of Maryland, slavery could be found in proportion to the economic conditions and labor needs of each individual colony.
It showed that the judicial system there was (and probably would be from then on) sympathetic to slaves, not to owners, in interpreting the Massachusetts constitution. As the tide was turning toward abolition in the Northeast, the main concern of the young United States as a whole in the 1780s was ensuring that this new nation that had been conceived in the Revolutionary War would be able to survive the peace that ensued thereafter. The nation’s first government had taken the form of a “Continental Congress,” which in turn had adopted a constitution called the Articles of Confederation and Perpetual Union.
Abolitionist activity also existed elsewhere besides Pennsylvania at this time. In 1776, a Congregationalist minister from New England named Samuel Hopkins published A Dialogue Concerning the Slavery of the Africans. He would go on in 1784 to lead Rhode Island to pass a gradual emancipation law and in 1789 to found the Rhode Island Society for Promoting the Abolition of Slavery. Massachusetts effectively, if not technically, ended slavery in 1783. Connecticut passed a gradual emancipation law in 1784.
